HUD CHANGES

On January 31, 2010, HUD mandated that all housing authorities must participate in the Enterprise Income Verification (EIV) system. This was no big deal for our agency because we were already using this system. So what is EIV and how does it affect you as a tenant? EIV is a web-based computer system that contains employment and income information of individuals who participate in HUD rental assistance programs. Information contained in the EIV system includes wages, unemployment benefits and social security benefits. Your consent is required in order for HUD or the public housing agency (PHA) to obtain information about you. Whenever you sign the HUD 9886 Federal Privacy Act Notice and Authorization for Release of Information, you are giving your consent to obtain this information. The HUD 9886 is not a new form. It is the same form all adult household members sign at move-in and each year at your annual re-examination.

This information will be used to verify income during interim and annual re-exams to properly calculation rent. The system will also confirm your name, date of birth and your SSN with Social Security Administration. EIV will also provide each agency with a new hire report. This report will be used to verify that the tenant has reported to our office any income changes. As a reminder, all income changes must be reported to the office (in person) within ten days of any change.

Another huge component of the EIV system is the Debts Owed to PHAs and termination information. Once an individual terminates their assistance, rather voluntary or involuntary, certain information will be maintained in the EIV database. Information that will be stored includes: amount of any balance owed to PHA or Section 8 Landlord, if you defaulted on a repayment agreement, whether you filed bankruptcy or any negative reason for your end of participation (fraud, criminal activity, lease violations, etc.).

The EIV system is designed to assist PHAs and HUD in ensuring that families are eligible to participate in HUD rental assistance programs and determining the correct amount of rental assistance a family is eligible for. All public housing authorities are required to use this system. More information regarding this system is available at the office and will be discussed during your annual re-examinations.
